Employer Satisfaction Survey Report, Volume 1, December 2022
Directorate of Quality Assurance . Busitema University; Biira, Saphina
This report summarizes the feedback obtained from surveys of employers of Busitema University
graduates at least 2 years after graduating from Busitema University, allowing sufficient time for
them to join the workforce and demonstrate the outcomes of their training. The information in this
report was gathered by administering the “Busitema University Employer Survey Questionnaire”.
The survey focused on gathering information from those companies/organizations or individuals
that have employed or still employ Busitema University graduates after their study. The surveying
of participants was mainly conducted remotely through email and telephone calls. Quality
Assurance Officers attempted to visit employers at their premises to administer the survey but this
was not sustainable due to time and financial constraints. The data gathered focuses on basic
evidence about the employee and placement within their industry/place of work. The information
focuses on:
(a) General employer information
(b) Employer assessment of graduates in terms of:
• technical development
• personal and professional development

Information contained within this report augments data gathered via the Busitema University
graduate tracer studies to provide a broader view on the effects that Busitema University training
has on graduates and on their workplace.
The survey was administered between April to September 2022. The survey population comprised
of 243 employers based on the principle that each employer is allocated only one survey regardless
of the number of employees who graduated from Busitema University at least 2 years after
graduation. A total of 158 completed surveys were filled and collected which represents a rate of
return of 65%.
The results of the survey indicate that the graduates meet the expectations of the employers and
the employers are generally satisfied with Busitema University graduates. 92% of the employers
surveyed reported that the graduates had a positive impact on productivity and performance of
their organizations. 96% of the employers said that they would employ other Busitema graduates.
This means the training and the academic programmes offered at Busitema University are relevant
to the needs of the employers.

The demand for self-evaluation at Busitema University is not inspired by lack of quality. What it means is that quality has to be examined in a structural manner, within a well-defined framework.
Busitema University’s commitment to quality is embedded in all its systems and process. This is evidenced in the university strategic plan (formulated in line with its mission statement) in which quality assurance is one of the cross cutting themes.
In addition to assessment of various units notably; assessment of the University Council, Senate, University Management, Tracer Studies, Graduate Exit Surveys, Student Satisfactory Surveys.
This university wide baseline study gives attention to input, process and output indicators. Through self-assessments the University is committed to promoting internal and external confidence in the academic services provision.

Directorate of Quality Assurance
Course and programme development is a meticulous venture which requires a methodical
approach if the output is to suit fitness for purpose. In this regard, higher education institutions in
Uganda are obliged by the National Council for Higher Education (NCHE) to develop policy
documents that spell out guidelines and procedures for generating marketable courses and
programmes. The guidelines are meant to provide general guidance on the process of course and
programme development, review, and implementation.
Busitema University as a Public University established in 2007 has been progressively developing policy documents for the operationalization of its tripartite mandate of teaching/learning, research, and outreach. The teaching/learning mandate direly requires the Academic Programme Development and Review guidelines. Whereas Busitema University has been following best practices in her programme curricula development and reviews, consolidating these into a guideline document refers much easier.
The purpose of the Academic Programme Development and Review guidelines is to ensure
understanding and a standardized approach of curriculum changes to assure the quality of subject
content developed in the various courses. The review process will span recommendations made at departmental; Faculty; Directorate of Graduate Studies, Research, and Innovations (DGSRI); and Library and Academic Affairs Committee meetings. Senate will approve all additions, deletions, and changes (including changes in method of delivery) of courses. It should be noted that where a new programme draws on existing courses, there is need for accreditation by the NCHE. This additional time element needs to be catered for in the planning and preparation for introduction of new programmes.

Busitema University; Biira, Saphina; Waako, Paul; Directorate of Quality Assurance
Busitema University is a multi-campus model public University located in the Eastern Region of Uganda. The University is composed of six operational campuses namely; Busitema, Nagongera, Namasagali, Arapai, Mbale, and Pallisa. Established by Statutory Instrument in 2007, the University focuses on relevant and critical study programs in Engineering, Science Education, Health Sciences, Natural Resources, and Environmental Sciences, Agriculture and Animal Sciences, Management Sciences, and Vocational Education. The university has constituted adaptive mechanisms to allow for feedback and continual improvement across the spectrum of its provisions. Some of the mechanisms include external examination, peer reviews, benchmarking, employer expectation surveys, tracer studies, graduate exit surveys, and students’ evaluation of teaching. These mechanisms are utilized to adapt the university's provisions to the requirements of its stakeholders.
The university conducted the first tracer study in order to illuminate the complex transition from secondary school through university into work. This tracer study was conducted following the five sequential generic procedures for conducting tracer studies: Contact tracing; Compilation of sample frame; design of the questionnaire; administering the questionnaire and data capturing; cleaning and analysis. The total number of respondents from the Faculty of Engineering and Technology (FOET) was 228 against the total sample frame of 1177 representing a 19.4% response rate. The total number of respondents from the Faculty of Management Sciences (FMS) was 10 out of 22 (representing 45.5%) and 42out of 206 for the Faculty of Natural Resources and Environmental Sciences (FNRE) representing 20.4%.
