dc.description.abstract This report provides an overview of Capacity Building Program for Public Services of developing countries undertaken in Beijing – China from 22nd June 2017 to 12th July 2017 and the following actions to utilize the skills and knowledge acquired. The report has been compiled based on key points derived from lectures, presentations, discussions, videos, study tours, site visits, case studies, cultural experiences and participants’ observations during the entire period of the training. The report combines both theory with field survey and highlights some of the lessons learnt and recommendations of possible action that can be implemented by the developing countries. Throughout the training, emphasis and consensus was established regarding the urgent need for re-alignment of priorities, strategies, programs and plans that can propel developing countries into middle income countries by 2030. Participants are convinced that the future of the developing countries can only be achieved through hard work, discipline, investment in science and technology, research and development, creativity (innovations) and favourable legal framework systems coupled with new thinking and change of mind-set. The success delivery of the training by the Centre for Environmental Education and Communications (CEEC) of Ministry of Environmental Protection – China under pressing schedules would not have been possible without the comradeship that existed between the participants, course facilitators/support staff and contributions of various professors. They are all appreciated and acknowledged. The participants would like to thank the People’s Republic of China through the Ministry of Commerce for the opportunity to make its contribution on this important training initiative possible and support provided by the respective countries through their various Ministries is acknowledged. As a participant, I am gratified along with the entire team to have participated in this training program. It is our due obligation to go back to our home countries and cascade the ideas and skills acquired in other unprecedented level of implementation of the recommendations and priority actions. Indeed, as developing countries, our best years are ahead but the time to plant the seed is now. en_US
