This study is to determine the extent to which collaborative governance affects the public financial management in Pallisa district local government. Specifically, the study sought to determine the effects of formal state organized engagement on public financial management, to determine the effects of collaborative structures on the public financial management and also establish the effects of community based collaboration on public financial management. The study used descriptive correlation, comparative and cross-sectional survey designs. Data collected from 40 respondents using self-administered questionnaires as the key data collection instruments. Data was analyzed using frequency counts, means, and SPSS. The findings revealed that there was a relationship between formal state organized engagement, collaborative structures and community based collaboration on public financial management in Pallisa district local government. The collaborative governance leads to higher level of transparency, increased employee engagement, identification of key priorities and social cohesion. Recommendations based on the findings were;
Pallisa district local government should embrace formal state organized engagements on public financial management in order to continuously increase the level of transparency which sets the ease of accountability.
Pallisa district local government should set it is collaborative structures on public financial management with clear role and responsibilities to avoid the structures being more cost to the organization.
The community based collaborations on public financial management should always be brought on board at early stages of public financial management process i.e. during the budgeting process to compare what the collaborative structures could have identified as key priorities with the needs of the community. |
